Importing a Car Registered in an EAEU Member State
Vehicles for personal use that are registered in an EAEU member state do not require declaration when imported into Armenia.
Importing a Car Registered in a Third Country
If a vehicle for personal use is registered outside the EAEU, in a third country, it must be declared upon temporary import into Armenia. The owner is required to complete and submit a passenger customs declaration to the customs authorities.
This declaration requirement applies to both residents of EAEU member states and foreign individuals. It is important to note that vehicles for personal use registered in a third country can be temporarily imported for a maximum period of one year.
Classification of Importers: EAEU vs. Foreign Persons
Legislation classifies individuals not by their citizenship but by their residency status:
If an individual permanently resides in the customs territory of the EAEU (e.g., in Armenia), they are considered an EAEU person.
If an individual does not have permanent residence in the EAEU, they are considered a foreign person, regardless of their Armenian citizenship.
Examples:
An Armenian citizen residing in Russia is considered an EAEU person when importing a personal vehicle.
An Armenian citizen permanently residing in Georgia is considered a foreign person.
A foreign citizen (without Armenian citizenship) who permanently resides in Armenia is considered an EAEU person.
Monetary Security Requirements
Foreign individuals who temporarily import a personal vehicle registered in a third country into Armenia for the first time are not required to provide monetary security for customs duties and taxes.
However, the requirement for monetary security will apply if:
The individual imports a second or subsequent vehicle while a previously imported vehicle has not yet been exported.
A foreign individual moves to Armenia for permanent residence and retains a temporarily imported vehicle.
Customs Control and Restrictions on Vehicle Use
A temporarily imported vehicle for personal use is under customs control from the moment it crosses the Armenian border and must remain in the possession and use of the declarant (importer).
The vehicle cannot be transferred to another person, except in cases provided by law.
Example:
A foreign individual who temporarily imports a vehicle registered in a third country cannot allow others (including Armenian residents) to use it.
Leaving the country while allowing another person to use the vehicle violates customs regulations and may result in penalties.
Transferring a temporarily imported vehicle without written permission from customs authorities is subject to a fine of 20% of the vehicle's customs value.
Obligations When Temporarily Importing a Car for Personal Use
If you temporarily import a personal vehicle registered in a third country into Armenia (for up to one year), you must provide monetary security to cover potential customs duties and taxes.
If the vehicle is re-exported within the allowed timeframe, the deposited amount will be refunded based on a written application by the importer.
